The City of Starkville requests statements of qualifications (SOQs) from qualified firms or individuals to provide as‐needed engineering services. You are invited to submit an SOQ, in accordance with this request, to the Office of the City Clerk, City of Starkville, 110 West Main Street, Starkville, MS, 39759 no later than 2:00 PM on Thursday, October 3rd, 2024.
Disciplines include but are not exclusive to: civil/site, utilities, hydraulics, geotechnical, surveying, construction materials testing, transportation, traffic, structural and electrical. Firms are not required to submit for all disciplines, only ones that are qualified for and regularly do work in. The scope of work includes but is not limited to:
1) preparing design documents such as plans, specifications, estimates, reports or surveys,
2) bid phase services including preparation of pre‐bid meetings, addendums, bid tabulation, evaluation, recommendation and construction contract execution,
3) construction phase services including pre construction meetings, construction administration, testing, and inspection,
4) reviewing plans or reports on behalf of the City. All responses to this RFQ must be submitted in a sealed envelope and marked with the following language: “Proposal for As‐Needed Engineering Services.” Please submit five
(5) duplicate original SOQs with one (1) electronic copy of a PDF file on a USB flash drive. Firms also have the option of submitting their responses online at www.cityofstarkvilleplans.org. SOQs will be evaluated on the following factors and must be addressed in detail to be evaluated properly:
Qualifications of Team’s Personnel and Availability of Resources (40 points) – List of qualifications of prime firm staff, specifically as they relate to similar projects. The qualifications of any subconsultants should also be listed.
Team Experience on Similar Projects (40 points) – Related project experience of the team and the individuals who would be assigned to the Project, including experience with grant programs. Pertinent professional experience of the project manager(s) and supporting staff that will be assigned to the proposed projects shall be included. The experience of any subconsultants should also be listed. Previous Experience and Performance by Prime Firm on Projects within the Region (15 points) MBE/DBE/WBE Participation (5 points) Recommended SOQ length should not exceed twenty (20) pages, excluding appendices. All resumes (maximum length should be two pages per individual), proof of State Licensure requirements, and other information should be included as appendices.
The City will designate a selection committee to evaluate each submittal. The selection committee may hold submittals for a period of not to exceed thirty (30) days for the purpose of reviewing the content of the SOQs and investigating the qualifications of the firms and assigned individuals.
The selection committee will make their recommendation(s) to the Board of Aldermen. After a firm(s) is selected, the City will enter into negotiations with the selected prime firm(s) and, upon successful completion of the negotiations, execute a master contract for final approval.

The City reserves the right to reject any and all submittals and to waive any informality in the submittal accepted. The City of Starkville reserves the right to accept multiple submittals and engage with and approve multiple firms for master services contracts. SOQs will be opened at 2:00 PM, October 3rd, 2024, at the City Clerk’s Conference Room, 110 West Main Street, Starkville, MS 39759.
